Many medieval bestiaries depicted reptiles as dragons. This particular serpent is an asp.
The asp is often shown blocking one ear with its tail and it puts the other ear to the ground so as to avoid hearing the charmer's song.
The asp is usually guarding a tree that drips balm or a precious stone, hence a charmer will try and lull it off to sleep before approaching to access the treasures.
